China has declared 'Outer Space and Cyber Space' as the new commanding heights in strategic competition among all partices and is accelerating its evolution to informatization. The control of cyberspace is central to the PLA's overarching goal of the becoming a force that can 'win wars under informatized conditions' as the newest element of its military strategy.
