The imperial footprint in education was largely limited to creating university in metropolitan cities to sub-serve colonial administration. The primary education escaped a large swathe of population, creating a vicious circle of illiteracy, poverty and over population. The RTE Act, 2009 has been a landmark legislation, as it has ensured universal access as a matter of fundamental right. In the wake of economic liberalization in India in the 1990s the private sector has been playing a dominant role in bolstering access in college education and in the primary schooling as well. However, the quality of education at the grassroots and the academic outcomes have been largely unsatisfactory. The present work takes a kaleidoscopic view of education policy and its impact with specific thrust on inclusive education.
