Synopsis The post-September 11 and December 13 scenario is gradually unfolding itself in all its ramifications. The growing threat of terrorism has attracted the attention of scholars, policy makers and media. This issue of FPRC Journal examines the issue of the balance between human rights and security from a human rights perspective, that places law and respect for human rights, commitments at the centre of an overall strategy to counter terrorism, while recognising at the same time the legitimate concerns for national and international security.
