Synopsis As the title suggests, “Civil Servants – Their Powers and Duties” will not only be the source of knowledge to thousands of its readers but will also inspire and inform the subsequent writings on the subject. In recent years Civil servants are under attack by their guardians and public both. This has led to the demoralisation of the whole lot, which in turn has eroded their working capacity. There was, therefore, a felt need for knowing the healthy and wealthy past to shape the present for better tomorrow. One can not understand our present administrative set up without knowing something about its origin and development of the different phases of administrative growth. The present has its roots in past. An effort has been made to locate the roots without uprooting the tree, thus tried to prevent such loss of racial memory. I have also tried to indicate and explain some aspects of administration for the young Civil Servants which will help in their efforts or self improvement.
