Such interconnectedness between the local and national makes a composite character of leadership and governance. Based on the case study of four local institutions-one district development committee, one municipality and two village development committees, the district and village committees, the composition and functions are more or less similar. The Bhaktapur municipality has district position among all other municipalities of the country. Its leadership-building pattern is insulated as no dominant caste groups such as Brahmin and Chhetri or for that matter the high caste or class Newar groups from the leadership. Such a contrast has added much flavour to the book.
