Backwardness and retardedness are synonymous terms. Backward and mentally retarded children are not only a problem in the school, they also pose serious problems for the society as well. If in a society the percentage of backward children is high, he rate of development of that society decreases. Cyrl Burt was the first educationist to draw the attention of the educationists of the world to this serious problem. Since then, the identification of backward children and their education has caught the attention of the educational planners the attention of the educational planners and administrators all over the world. The need to give proper attention to backwardness in India is very great, but due to lack of research and sufficient funds it has not been possible to achieve much in this area.
