Synopsis The book embodies current human rights themes of the 21st century – from Terrorism to National Questions and further to International Criminal Court, established recently in 2002. The menace of terrorism penetrates into study room of the opinion-makers and the scholars, who would examine it not merely from the morphological angle but from the perspective of a normative structure. The collective global concern is addressed to a prescriptive arrangement for the human family. For political reasons, there are socio-political phenomena which are deeply entrenched in national questions, and issue4s relating to self-determination. The constitutional framework of the republic of India has to address to ‘legitimate national questions’ and the days of mechanical assessment of a political instrument like a Constitution without probing into national questions of the social fabric of a continent size country that India is, are definitely gone. It is the heyday of negotiation and peaceful settlement of wide-ranging issues. India’s north-eastern region has been restive for more than half a century. The civil society has witnessed regimentation, gross human rights violations by the state, and roaring of guns for a long time.
