Synopsis This collection of papers is about governance, variously defined and interpreted. Taken collectively, these sixteen papers set out the reform agenda for governance, or alternatively, for the role of the state. This is a critical subset of second or third generation reforms. If this agenda is implemented, the 2020 dream will materialize sooner rather than later.
