Synopsis The present book is an outcome of the author’s meeting with the president, who after reading the earlier book ‘Death Penalty’ raised some queries. The President appeared to be not too happy about the way the mercy petitions were dealt with by the government. He is very much concerned with this issue and has urged the government to take a ‘comprehensive view’ on the merits and demerits of the mercy petitions, before making its recommendations. Since the whole matter is going to be discussed in the parliament, the author has made an humble effort to highlight the powers of the President to grant pardon under the constitutions. The first chapter argues that the president is neither a rubber stamp nor a glorified cipher. He enjoys ample powers to defend, protect and preserve the Constitution.
