Synopsis Stories on such topics contain elements heavy with news values; conflict, survival, money, power, impact and personality they effect and are affected by the scientific community, as well as almost all other communities or special interest, Governments leaders and agencies play active parts in the interactions of these groups, as mediators, supporters, targets, and protectors of the “public interest,” Scientific and technological data, when convenient, are marshaled for collisions between players of the games. Eminent and not-so-eminent scientists and engineers go into the public arena to offer their interpretations of the data and urge “rational” public actions favouring one side or another. Because scientists and engineers are not reporting to their peers, their disclosures and interpretations have been found less than complete on many occasion. None of the scientists or their employers has drawn censure from the scientific community for such public policy activities.
