In the present age of liberalization, privatization and globali-zation we are again talking of "development with human face." It is now recognized that the privileged and better-off sections of society can manage their own welfare, happiness and development and therefore, the state may leave them to the private and market mechanisms. But there are those millions of the people who are deprived, destitute, disadvantaged, depressed, exploited and under-privileged, who cannot manage their own welfare, happiness or development.
