Synopsis
Governance as a new paradigm of public management emerged in the last decade of the twentieth century. It is currently the dominant mode of collective societal problem-solving. The core argument of 'governance' that has attracted universal attention is the widening of the concept of public administration which has traditionally been technocratic and mono-institutional, focusing almost exclusively on 'formal' government. Accepting the role of 'market' and acknowledging 'people' as administrators opens up possibilities of devising alternative forms of governance.
