Synopsis Focussing on 7 tribes of the Punjab declared as 'criminal' by the British administration in India, this study highlights the problem of how the concepts of 'tribe' and 'criminal' continue to remain ill- and variously-defined, they constituting the most oppressed in an otherwise prosperous state.
