This book tries to examine the various aspects of Panchayati Raj system in India, with particular focus on the state of Manipur. Analyzing whether the Panchayati Raj Institutions (PRIs) are in effect the institutions of self-government, it assesses their role in the development at grassroots level.

Further examining the nature and extent of participation of the rural populace in the PRIs, it takes stock of the perception of the elected representatives and the people. It also deals with the devolution of functions, functionaries and finances; linkages of the lowest tier with the upper ones; and the socio-economic background of the members of the Gram Panchayats and Zila Parishads.
