Social Exclusion is a universal phenomenon and the most potent form of discriminatory practice. In the course of Human Development Exclusion has taken the form of segregating a group of people from the social, political, economic, cultural, educational and religious domains of societal life. Further, it also culminates into a system of domination and subjugation. All these processes not only lead to oppression and exploitation, but also keep certain social groups away from the mainstream development. Caste, ethnicity, class, religion, gender are the main bases of social exclusion. Poverty and economic deprivation continue to be the mainstay of exclusion of individuals.
